County residents continue to express interest in raising chickens on properties not zoned for agricultural purposes; And whereas the County of Brant is an agricultural community that includes many poultry farms; And whereas residents already raising chickens on properties not zoned for agricultural purposes are not compliant with existing by-laws and this creates enforcement, equity, and biosecurity issues; Therefore, that staff be directed to prepare a report exploring the feasibility of a program that allows residents to raise chickens on properties not zoned for agricultural purposes that takes into account successful examples from neighbouring municipalities, regulatory considerations, the potential to limit the program to properties that meet certain criteria (i.e. zoning, minimum lot size, etc.), animal welfare, and the biosecurity of poultry farms; And that if staff do not recommend the implementation of a backyard chickens program, that alternate recommendations for a program to bring existing poultry outside agricultural areas into compliance with County by-laws come forward for Committee’s consideration; And that staff report back to the Committee by December 31, 2023.
