That the Committee of the Whole agenda for February 21, 2023 be approved.

That County of Brant Council now convene as Committee of the Whole.

That the following options be approved: Proposal 1 - Reduction in operating decision package $38,910 Proposal 2 - Reduction in the Physician Recruitment Program $100,000 Proposal 4a -Contribution from Brant County Power Reserve Principal Amounts towards fire decontamination & hygiene program $600,000 Proposal 4b -contribution from Brant County Power Reserve principal amounts towards leachate offloading station Paris WPCP $1,425,000

That additional funds be drawn from the Contingency Reserve in the amount of $600,000 to decrease the tax levy.

That the 2024 budget direction start with a capital levy increase of $ 2,025,000 recognizing the alternative funding for 2023

That the 2023 Operating Budget for the County of Brant, totaling $67,804,328 be approved; That the 2023 Capital Budget for the County of Brant, totaling expenditures of $96,489,207 be approved, with a capital tax levy of $12,176,311, funding from reserves of $30,205,677 and funding from debt / debentures of $35,112,850; That $279,845 in capital expenditures, related to studies no longer eligible for funding from Development Charges as a result of Bill 23, be funded from the Contingency Reserve, to be repaid if an alternative funding source becomes available.

That a Development Engineering Reserve Fund be created; And that the reserve balance be provided annually to Council.

That Committee rise from Committee of the Whole and reconvene as Council.
