Policy Development and Strategic Direction Committee

That the Policy Development and Strategic Direction Committee agenda for June 14, 2022 be approved.

That the Policy Development and Strategic Direction Committee minutes of May 10, 2022, be approved.

That amendments to the Social Services Shared Services Agreement between the County of Brant and the City of Brantford to update the budget timeline in an election year be approved to extend the deadline for County Council’s review to December 30th with comments / questions / concerns to be submitted by December 31st; That amendments to the Paramedic Services Shared Services Agreement between the County of Brant and the City of Brantford to update the budget timeline in an election year be approved to extend the deadline for City Council’s review to December 30th with comments / questions / concerns to be submitted by December 31st; That both agreements be amended to update the budget timeline in an election year to reflect that final Council approval of the Paramedic Services budget and the Social Services Budget by January 31st, with notice to be provided by February 1st; And that respective amending agreements and by-laws be prepared and forwarded for Council’s consideration.

1. That the following modifications to the County of Brant Procedural By-law be approved: i. Section 4 – Inaugural Meeting of Council o 4.a – repeal and replace with “The Inaugural meeting of the newly elected Council after a regular election shall be held on the first Tuesday on or following the start of the term of Council”. o 4.b – repeal and replace with “The Mayor and the Clerk shall be responsible for determining a location for the inaugural meeting, the Policy Development and Strategic Direction Committee Minutes Page 3 Tuesday, June 14, 2022 content and format of the agenda and all arrangements for the proceeding, including the selection of the officiating Clergy person”. 2. ii. Sections 86 – 91 – Nominating Committee – Repeal and Replace as Follows: o 86. The Nominating Committee shall include the Mayor and four other Members of Council selected by the Mayor. o 87. Following each regular municipal election, but prior to the taking of office, an orientation program will be provided to Council, after which Members of Council will notify the Nominating Committee of their areas of interest. o 88. Following the Inaugural Meeting, the Nominating Committee will meet and prepare a report to Council making recommendations for the appointment of Members of Council to the Standing Committees, Advisory Committees, Local Boards and other Committees and Groups in effect at the time of the election. o 89. That report RPT-22-51 – Progress Update on the Brant Safe Streets Strategy be received as information; And that staff be directed to develop a safe streets strategy with enhanced measures; And that staff bring forward a budget proposal in the 2023 budget.

That the Policy Development and Strategic Direction Committee convene In Camera to discuss personal matters about an identifiable individual, including municipal or local board employees and litigation or potential litigation.
